Brief History of Foreign Language Limited and its founder and present
Chairman & CEO, Mr. Lee Young-Jae, MA in P.A. Seoul National University

Note: As the history of Foreign Language Limited founded in August 1981 is
closely related to the activities of its founder and present CEO and Chairman, the
curriculum vitae of Lee Young-Jae is presented below. Refer especially to FLL's
and his activities since August, 1981.

Curriculum Vitae of Lee Young-Jae. Born in 1933 in Korea.

Graduated from the College of Law, Chosen University (LL.B.). Graduated from the Graduate School of Public Administration, Seoul National University (MA in Public Administration).
studied Managerial Accounting at Maryland University Branch
in Saigon.
Passed Highest-Ranking Civil Service Examination in
February, 1956.

Joined the Ministry of Foreign Affairs of the Korean
Government in July, 1956. Completed the 6-month Course of
Diplomatic and Consular Service Training Institute summa cum laude and
selected for advanced diplomatic service training at George Town University.
Promoted to Third Secretary in Diplomatic Service. In October, 1957, Joined the
Army and worked at the Ministry of National Defense In April, 1957. Appointed
Section Chief of Economic Section of the Korean Embassy in Tokyo, Japan in
1958. Appointed Commercial and Procurement Office of the Embassy as a
concurrent jobs on behalf of the Ministry of Commerce and Industry and the
Central Procurement and Supply Office in 1959. Promoted to Second Secretary in
1961 and appointed to the post of the Chief of Personnel and Administrative
Division of the Ministry of Foreign Affairs.

Appointed to the Special Assistant to the Minister of Public Information and
Cultural Affairs in July, 1961. Appointed in March, 1962 to the post of the Director
of Planning Department of the Asia People's Anti-Communist League (APACL), a
semi-governmental international organization initiated and organized by President
Syngman Rhee and Chinese President Chiang Kaishek. Appointed to the post of
Research and Publication Director of the League.

While working for APACLE, taught English for 4 years beginning 1961 (to
freshmen) and Public Administration (to juniors and seniors: Subject:
Governmental Process) at Kunkook University in Seoul. In this period onward,
wrote articles and commentaries on international relations, economics, social and
cultural affairs for for the channel of "Voice of Free Korea" broadcasted by Korea
Broadcasting Station (KBS)

Represented as the Korean Chief or Alternate Delegate at these international
organization conferences: Pacific Area Travel Association, (PATA), Asian
Broadcasting Union (ABU), International Federation of Asian and Western Pacific
Contractors' Associations (IFAWPCA), Asian People's Anti-Communist League,
American Sightseeing and Travel Association, ASTA, International Sightseeing
and Travel Association (ISTA), East Asia Travel Association (EATA), World
Forestry Congress (WFC), Colombo Plan Ministerial Meeting.

Appointed to the post of CEO of the Korea Tourist Bureau (a Division of the
Korea Tourist Service, Inc., a Government-owned public corporation).

 

Joined these private businesses as CEO (Chairman & President) since
1969 up to July, 1981
:

Keangnam Enterprises, LTD. a conglomerate of domestic and overseas
engineering and construction (in Iran, Iraq, Malaysia, Indonesia, Vietnam, Libya),
chemical manufacturing, stevedoring (overseas operations in Vietnam and Saudi
Arabia), logging and wood-processing (in Indonesia), and international trade. It
was sold to DAI WOO Industries, Inc. (one of the biggest Three Groups of
companies in Korea).

Keangnam Development LTD (in Jakarta, Indonesia)

Kenahutani, LTD (a joint venture of Keang Nam Enterprises, LTD and Inhutai,
LTD, Indonesian Government Corporation).

Sinwon Construction, Inc. (later merged with one of Samsung group of
companies)

Keangnam Industries, Inc. as Chairman & CEO: Overseas logging and wood
processing company (in Kalimantan and Sumatra) and international trade.

Kunwon Enterprises, Inc.: Construction and Building-Leasing business and
Chemical Manufacturing.

Kunwon Yanghaeng, Inc.: Sales and rental business for various products.

 

He founded his own companies, Foreign Language Limited in August,
1981, and Yang-Jin Cultural Publishing, Inc. in 1989, and Practical Foreign
language Institute, a foreign language school in 1990

Since 1981 up to present: Chairman & CEO of Foreign Language Limited:

He founded Simsuck Research Institute of Accelerated Learning Method for
Korean Learners of English in August 1981, which became Practical Foreign
Language Institute
in 1990, where several famous American and Korean
scholars were invited to engage in the research projects initiated by and under
the joint effort with Lee Young-Jae in an attempt to develop the most effective
teaching methods for Korean EFL learners, especially for young children. The
scholars joined these research projects, to name a few major contributors, are:
Prof. William Maxwell, Ed.D. Harvard, current professor of the University of
Advancing Technology in Arizona, U.S.A., Prof. Paul V. Griesy, Ed.D., Columbia
University, current Chairman of English Language Department of a university in
Japan, Prof. Byong Won Kim, E.d.D. Psycholinguist, State University of New
York(Albany), Prof. Jaihiun Kim John, Lt.D., World University, H. T. Harvey,
former professor of Korea University and later Academic Director of Sogang
Institute for English as an International Language, Prof. Randy Lewis of Sangjee
Univesity. A Language Officer of British Council in Korea helped Foreign
Language Limited in preparing the Self-Study Guides for the correspondence
courses of Business English developed by a British company, with the assistance
of Manchester University. The results of these research projects were published
in the following books:

 

1. From 1982 to 1984, Foreign Language Limited became a distributor and the
Korea Chapter of the following three Business English Courses published and
sold all over the world as correspondence courses by Business Training
Limited, U.K.
which developed these courses with the assistance of
Manchester University:

1. Business English Course
 
2. English for Secretaries Course
 
3. Advanced Business English Course.

The number of enrolled students in these courses were more than 1,200. Most of
them studied Business English Course. One fifth of the enrolled students studied
English for Secretaries and Advance Business English Course.

Lee Young-Jae wrote Study Guides for these courses with the assistance of a
British Council Language Officer and taught these students through
correspondences, and later on taught the students in his class. Upon completion
of these courses, Business Training Limited awarded diplomas to those students
who passed the examinations that were administered 6 times under the
supervision of Foreign Language Limited. These diplomas were helpful for the
students to get their jobs

He taught many students working for the government, managers from public
corporations, private businesses, university students who were seeking jobs with
these organizations.

2. Executive English Books 1-3 by Philip Binham, translated and annotated
by Lee Young-Jae in 1984 with permission by the author and Longman Group
Limited. Longman Group Limited, and the author endorsed the fact that the
Korean edition of Executive English Books 1~3, produced in Korea by Foreign
Language Limited, is the only edition authorized for sale in Korea. In addition,
Longman Group Limited and Philip Binham confirmed that Foreign Language
Limited had been authorized to produce approved answer keys and notes for the
convenience of Korean students only. These books have been used for teaching
advanced level of English by many language schools and universities. The
approved answer key s were written by Lee Young-Jae with the editorial
assistance of three professors who taught at Maryland University Seoul Branch.

3. The Korean editions of the following ELT course books were published by FLL
with their Self Study Guides for Korean Students written by Lee Young-Jae and
published by FLL with the permission of Oxford University Press in 1984 , 1985,
and 1991:

The First Series of Stories for Reproduction by L. A. Hill: Introductory,
Elementary, Intermediate, and Advanced Levels and the Self Study
Guides of these books by Lee Young-Jae.
 
The Second Series of Stories for Reproduction by L. A. Hill:
Introductory, Elementary, Intermediate, and Advanced Levels and the
Self Study Guides of these books by Lee Young-Jae.
 
The Third Series of Stories for Reproduction by L. A. Hill: Introductory,
Elementary, Intermediate, and Advanced Levels and the Self Study
Guides of these books by Lee Young-Jae.
 
The Fourth Series of Stories for Reproduction by L. A. Hill: Elementary,
Intermediate, and Advanced Levels and the Self Study Guides of these
books by Lee Young-Jae.
 
Word Power 1500 Vocabulary Tests and Exercises in American English
by L.A. Hill and its Answer Key.
 
Word Power 3000 Vocabulary Tests and Exercises in American English
and its Answer Key by L.A. Hill.
 
Word Power 4500 Vocabulary Tests and Exercises in American English
and it Answer Key by L.A. Hill.
 
English through Cartoons Book 1 and 2 by L. A, Hill and their Self Study
Guides written by Lee Young-Jae.

4. Common Problems in Korean English (한국식 영어의 허점과 오류) by
David Kosofsky
in 1987 with research materials and editorial assistance by the
instructors of Sogang Institute for English as an International Language.

5. Why Can't You Have A Better Command of English by Byong Won Kim
in 1987
: This book was by some professors in their research papers in English
Language Education Journals.

6. Global English Courses: To Master English by Home Study, A New Brain
Friendly, Fail-Proof Program, especially for Koreans written by Prof. William
Maxwell (Ed.D. Harvard) and Lee Young-Jae. Prof. William Maxwell and Lee
Young-Jae taught these courses in classes and through correspondences in
1989-1992.

7. Language from the Body by David Kosofsky in 1990: English Idioms
mainly from the parts of the Body. This was written by Prof. David Kosofsky to
help FLL to achieve their strong commitment to upgrading the standard of English
language materials published in Korea. This book has been carried in the English
Daily Newspaper for a long to help Korean EFL students.

8. The Amplified Korean Edition of OXFORD PRACTICE WITH IDIOMS written
by Lee Young-Jae with Korean translations, annotations and additional sample
sentences added and published by FLL in 1992 with the permission of Oxford
University Press. This book was written by Ronald E. Feare and originally
published by Oxford University Press.

9. Understanding American and British Poetry by Prof. Jaihiun Kim
published by FLL in 1993 and its expanded and revised edition in 1994.

10. Focus on Words With Exercises: Using the Context Effectively written
by Terry Fredrickson and published by FLL in 1993.

11. The Korean Edition of Sound Spelling Harmony of English written by Lee
Young-Jae and published by FLL in 1997 with the permission assistance of its
author Paul V. Griesy. The Korean edition is adapted for the Korean Language
system. This book was originally published in Japan in 1985 by SSH Eigo Kyoiku
Kenkyukai in 1985.

12. Answer Key to OXFORD Practice with Idioms was written by Lee Young-
Jae with Jong-cook Lee and Prof. Randy Lewis and published by FLL in 1997
with the editorial assistance of Ronald E. Feare and Prof. William Maxwell.

13. Self-study Guides of the following books published by Oxford University Press
were written by Lee Young-Jae and published by FLL with the permission and
assistance of OUP in 1991 and their revised edition in 1995:

Person to Person: Communicative Listening and Speaking Skills Book 1
written by Jack C Richards and David Bycina.
 
Person to Person: Communicative Listening and Speaking Skills Book 2
written by Jack C Richards and David Bycina.
 
LISTEN FOR IT written by Jack C. Richards, Deborah Gordon and Andrew

14. Self-study Guides of the following books published by Oxford University Press
were written by Lee Young-Jae and published by FLL with the permission and
assistance of OUP in 1996 and 1997.

New Person to Person : Communicative Listening and Speaking Skills
Book 1
written by Jack C Richards, David Bycina and Sue Brioux Aldcorn.
 
New Edition of LISTEN FOR IT written by Jack C. Richards, Deborah Gordon
and Andrew Harper.

15. Interactive multimedia CD-ROM version of the New Edition of Listen for
It originally published by Oxford University Press had been developed by
FLL with the permission of OUP since 1998 and was completed in 2005.
Now its internet version is being developed.

16. From 1997 to March, 2006, FLL developed TOEFL Preparation Course in
interactive multimedia CD-ROM accompanied with books, audio CDs
under the title of Key to Success on the TOEFL. This was written by
Ronald E. Feare, former Director of American Language Institute, an
extended college of San Diego State Univesity with its planning,
translations, annotations done by Lee Youg-Jae and Lee Jong-Cook. Many
English Language professors helped in the development of this course by
supplying authentic materials, editorial advices, class-testings, etc. The
class-testing was conducted by Lee Young-Jae in his language school for
the past 9 years and concurrently done by Ronald E. Feare at American
Language Institute in San Diego. Now its internet version is being
developed and is scheduled to be sold beginning September, 2006.

17. From 1999 to up June 2006, interactive Multimedia CD-ROM version of
the Korean Version of EFL materials for beginners. elementary ,and
intermediate level students by adapting A Whale of A Tales series
consisting of 4 subjects with 3 levels each of English, Science, Social
Studies and Math and Poetry in a Nutshell, Education Edition for Korean
students. The translations, annotations, additional exercises were written
by Lee Young-Jae and will be published FLL toward the end of this year.
Now an internet version of this series is being developed by FLL.

Since 1993, FLL has been acting as the exclusive distributor in Korea of
Pro Lingua Associates and published several titles in the Korean editions
with the permission of Pro Lingua Associates.

FLL also has been distributing the selected titles of ELT books published
foreign publishes, such as Prentice Hall Regent, Creative Teaching
Associates, Jack publications to various schools, colleges and
universities.

Since 1998, FLL has been promoting and distributing ELLIS products in
Korea. In order to promote the ELLIS products, he has been giving
presentations at almost all the colleges and universities in Korea and FLL
sponsored many ELT associations in Korea on the occasions of their
annual conferences. He has been invited to present his experimental
studies on new English teaching methods as well as on ELLIS products.

He also translated 8 books in the field of brain science, improving memory
and concentration, transactional analysis, Brain Food Diet for Children,
ways to improving intelligence, SuperParenting: Child Rearing for the New Millennium, Unlimited: The new learning revolution and the seven keys to unlock it, etc and published them through Yangjin Cultural Publishing, Inc. Since 2002, FLL has been distributing Jolly Phonics products published by Jolly Learning LTD in UK and translated The Jolly Phonics Handbook with Lee Jong-Cook.

In July, 2003년 he presented his research findings at the International Conference on Thinking Skills held at Phoenix, Arizona, under the title: "In search of a more effective way to teach a global language, English, to Korean EFL students".

Since 2006, OWL Literacy [Online Webstories for Learning] FLL has been distributing 30 web-based programs published by Learning Station Inc. (US) as it Reseller in Korea.

Since 2007, FLL has been distributing the Interactive Multimedia CALL courseware published by DynEd International, Inc. (US) as its Channel Partner in Korea. (UK).

Since 2008, FLL has been distributing Intense Publishing Ltd’s Bridge to English Series [10 Interactive Multimedia DVD programs] as it exclusive distributor in Korea.
